Mission Statement

To shine a light to the world on the global epidemic of slavery, and in doing so rescue children from slavery and dismantle the criminal networks holding them captive. We place rescued children in safe havens with their families or in rehabilitation programs.


Background Statement

Operation Underground Railroad (O.U.R.) is a non-profit organization that works to eradicate child trafficking and child sexual exploitation around the world. There is an estimated 2 million children sold into slavery each year, 100,000 of which are victims in the United States. O.U.R. organizes rescue missions using highly trained operatives with Special Forces experience to locate, rescue, and provide placement and rehabilitation for victims, while also working with local law enforcement to prosecute offenders.


After over a decade of experience as a Special Agent for the Department of Homeland Security child crimes unit, and the Central Intelligence Agency, organization founder and CEO Timothy Ballard created Operation Underground Railroad as a way to find and rescue child victims that are overlooked because of limited resources or are outside the U.S. government's jurisdiction to save. Since its inception in 2013, O.U.R. has rescued over 500 children—more than Ballard rescued during his entire government service.

In addition to organizing rescue operations and rehabilitation efforts, Ballard intended O.U.R. to be a primary source for training developing countries on how to combat child exploitation themselves. By providing law enforcement with the intelligence, training, and resources they need, O.U.R.'s impact in the global fight against child exploitation is profound--namely through empowering other countries to fight this evil themselves through improved legislation and law enforcement.

O.U.R. is currently working in the United States of America, Mexico, Dominican Republic, Haiti, Nicaragua, Guatemala, Peru, Argentina, Thailand, India, Nepal, Cambodia, and Uganda, and is always expanding its efforts into new countries.


Impact Statement

Since our founding in 2014, we have rescued 667 victims of trafficking, and helped arrest 277 traffickers/child offenders. We have operated in Cambodia, Colombia, Brazil, Dominican Republic, Ecuador, Guatemala, Haiti, India, Mexico, Nepal, Nicaragua, Peru, Thailand, Uganda, and the USA.

O.U.R. is uniquely qualified to perform rescue operations and empower law enforcement in order to address the demand side of trafficking. Additionally, as a non-governmental organization we are able to work without jurisdiction boundaries, thereby allowing us to rescue more children. In fact, our rescue statistics for the past three years exceed the number of rescues our CEO/Founder Tim Ballard produced during his ten-year service as an undercover agent for the U.S. government specializing in child crimes.

We are expanding quickly and making measurable impact wherever we go.

Major Programs: In order to achieve our mission, we focus our efforts on: rescue operations, global law enforcement training, and after care.

Top three accomplishments from past year:
 
1. Rescue Operations: Operation Sainte Jou- Creole for Blessed Day—Super bowl sting operation on February 5, 2017 that led to the rescue of 29 victims and arrest of 9 traffickers.
 
2. Cyber-investigation trainings: O.U.R. collaborated with the Thai federal government to develop the Thailand Internet Crimes Against Children division. O.U.R. provided necessary hardware and software as well as extensive training to enable the Thai government to do online investigations of child predators.
 
3. Aftercare: A girl in Mexico communicated her dream to become a chef. O.U.R. facilitated the development of culinary school for her and other survivors to attend.  

Needs Statement

O.U.R. always needs support to fund its major programs. 

1.  Rescue Operations: A rescue operation generally costs around $45,000 and results in the rescue of 8-15 victims of trafficking.
2.  Global Cyber-investigation Trainings: To train and outfit a foreign investigative team to address the online exploitation of children costs around $20,000. 
 
3.  Aftercare: O.U.R. frequently outfits aftercare partners with computer labs, gardens, sewing machines, and other equipment to further vocational training opportunities for survivors.  O.U.R. always needs support for project large and small to greater empower aftercare facilities.  Additionally, O.U.R. financially supports the long-term care of child survivors, and always needs help to subsidize these costs.

About our Founder:

Timothy Ballard is the Founder and CEO of Operation Underground Railroad (O.U.R.). He also serves as O.U.R.'s Jump Team Commander for rescue operations. Ballard began his career at the Central Intelligence Agency where he worked cases dealing with terrorism and Latin America. He has spent over a decade working as a Special Agent for the Department of Homeland Security where he was assigned to the Internet Crimes Against Children Task Force and deployed as an undercover operative for the U.S. Child Sex Tourism Jump Team. He has worked every type of case imaginable in the fight to dismantle child trafficking rings. Ballard has worked undercover in the United States and in multiple foreign countries to infiltrate child trafficking organizations. In this effort he has successfully dismantled dozens of these organizations and rescued countless children from sex slavery. He is an expert at managing Internet investigations, particularly those dealing with file-share networks where pedophiles and traffickers go to trade in child pornography. He has trained hundreds of law enforcement officers at home and abroad in best practices to liberate children from sex slavery.

Ballard has been featured on many national news outlets to discuss his efforts to combat child trafficking. He has appeared on Fox News Sunday with Chris Wallace, The Meredith Vieira Show, CBS Nightly News, ABC Nightline, and CNN Headline News, MSNBC, The Glenn Beck Program, as well as many local news shows.

Ballard is the best-selling author of The Covenant: One Nation Under God and is the author of the sequel to that work, The Covenant, Lincoln, and The War. He has taught American and International Politics courses at Imperial Valley College, San Diego State University and American Heritage School. He has been featured regularly on both local and national TV and radio programs to discuss American history and politics and the role America has played in defending liberty at home and abroad. He has often commented on how his academic work in American history has provided him the inspiration and motivation to rescue children--to carry on the American tradition of liberating the captive. He recently received the distinguished George Washington Honor Medal from the Freedoms Foundation at Valley Forge.

After serving a church mission to Chile, Ballard graduated Cum Laude with a BA in Spanish and Political Science from Brigham Young University. He went on to graduate Summa Cum Laude with an MA in International Politics from the Monterey Institute of International Studies. He resides in California with his wife and children.

This quote reminds me of another adage that seems to drive many of my personal decisions: “If not me, who?  If not now, when?”

There is evil in the world today.  Left unchecked by courageous and creative individuals, it will spread.  The atrocity of child sex slavery is evil in its most insidious and destructive form.  For all of us who love a child, it is difficult to ignore the horror of what imagination can muster when considering the child sex slave trade.  It is easier to simply ignore the thought and the social problem all together.  When it comes to evil, ignorance facilitates expansion.  WE CANNOT IGNORE THIS!

Best estimates indicate that there are over two million children in captivity RIGHT NOW, who are sold into sexual abuse (many will be raped and molested multiple times every day) for the benefit of their captors.  Saving just one child from the clutches of a heartless master is worth our time and resources.  In 2014, OUR rescued over 220!  Through expansion of our jump teams, invitations from countries all over the world to come and help, and technological advances, OUR will be working diligently in 2015 to enable many, many more children hope of escape!

Programs


Rescue Operations and Law Enforcement Empowerment Trainings

Our specialized task force, consisting of former CIA, Navy SEALs, and Special Ops operatives, collaborates with and trains international governments and law enforcement agencies step by step on the best practices for rescuing victims of child trafficking. By mentoring law enforcement agencies through the entire process— from investigation techniques, to gathering evidence for offender prosecution, to executing a rescue—local authorities are empowered to more aggressively fight trafficking within their jurisdiction. Following a rescue, we encourage local news sources to give their government credit in order to increase confidence and pride. This process creates an effective, long-term, sustainable impact on the way foreign governments and law enforcement agencies are addressing these issues. We collaborate extensively with the U.S. foreign embassies and Homeland Security to identify trustworthy government officials within foreign governments to work with, and never work in a country without the government’s explicit consent.

Program Short-Term Success  Out of the over 70 rescue missions we have conducted only a hand full have not resulted in the rescue of a victim or arrest of a perpetrator.  This is the short term effect of our work.
Program Long-Term Success  The past three years of operations proves measurable impact for this program.  Not only are children being rescued, but governments are becoming much more capable of addressing trafficking within their jurisdictions, which increases the risk associated with trafficking children and decreases the willingness to both sell and buy.
Program Success Monitored By  We know we have been successful when we are able to save these children and bring the perpetrators to justice.  We also feel we are successful when governments and local police contact us and ask for further assistance because they trust us and feel they have someone who can help them combat this type of crime.

Aftercare

Aftercare Model—Survivor Empowerment: Our aftercare model is designed to provide opportunities for survivors to heal from their abuse through trauma-informed services, and become empowered through education and vocational training. We believe that education is critical to promoting access to employment and essential to bridging the gap between institutionalized care and independent living.

We work diligently to develop strong relationships with locally run aftercare facilities that demonstrate the capacity to meet our standards for care, and never authorize a rescue operation unless safe housing for each rescued victim can be provided. Our partnerships are founded on the belief that as we empower our aftercare partners, they will, in turn, be able to empower each survivor. Survivors frequently express an interest in learning skills in hair and beauty, sewing, gardening, computers, English, driving skills, hospitality, and some aspire to attend university. We work directly with aftercare partners to provide the resources to help survivors achieve these dreams.

Program Short-Term Success  We have been able to place hundreds of victims of trafficking in safe housing and facilitated their social services.  Many have been given the space to dream and redefine their purpose and worth.
Program Long-Term Success  Being that we are still such a young organization, providing long-term impact is difficult.  However, we have been able to successfully help victims of trafficking transition into independent living after empowering them with vocational training.  Additionally, we seek partnerships with organizations that have a strong programming history.
Program Success Monitored By  O.U.R. works directly with aftercare partners to measure the progress of survivors.
Examples of Program Success  A young girl in India’s dream was to work in hospice. O.U.R. worked with its aftercare partner to facilitate an internship for her and she is learning the skills to work in hospice. Her experience as a survivor gives her a deep empathy and ability to understand others in their suffering.

O.U.R. received its independent 501c3 letter of determination in March 2015 and is no longer associated with the Elizabeth Smart Foundation.  It now works under the EIN 46-3614979.

Foundation Comments
