Mission Statement

The UCI Health Families of Children Under Stress (FOCUS) program is a comprehensive treatment program for everyone affected by sexual abuse, including victims, families and offenders. The program has existed for 20 years and its goal is to assist victims and their families with recovery from the harmful effects of sexual abuse and sexual assault through therapeutic support and treatment.   

Background Statement

In partnership with the Orange County Social Services, the UCI Health FOCUS program has been in existence for more than 20 years serving the children and families of Orange County. 

Impact Statement

The Orange County Social Services Agency issued the 2016 Child Abuse Registry Statistics Report which showed a total of 5,696 cases of sexual abuse of which 1,905 were first time incidents.

At the moment, FOCUS is carrying 80 family cases and a total of 171 individuals, mostly from the underserved and underrepresented populations in Orange County. The individual therapy sessions are available for the victims, adults/parents, siblings, and families; while group therapy sessions are for the non-offending parents, latency victims, adolescent victims, and adult offenders.
Patients are educated about sexual abuse and develop coping and problem-solving skills that are healthy and would lead towards healing for the long term. They are also provided with support and resources for any collaboration with other community programs of interest to the patient.
Additionally, we assist the patient in the foster care system transition into independent living once they reach age 18. Through various meetings and therapy sessions, we provide consistency for the patient by having services available for them between 6 months to a year, or longer, as deemed necessary by Social Services.
Our program presents a new model for compassionate and comprehensive care the revolves around the needs of the victims, their families, and their offenders. We strive to help the entire family towards recovery through therapeutic support and treatment that are based on a careful assessment designed to meet each family's unique needs. 

Needs Statement

$1 to $100: art/play therapy materials for families
$250: 50 child safety workbooks
$500: sexual abuse educational materials for a family
$1,000: 12 sessions of parent education
$2,000: 12 adult sexual abuse group sessions
$3,000: 6 months of group therapy for a victim
$4,000: 6 months of individual therapy for a victim
$5,000: 6 months of therapy for an entire family 

CEO Statement

The Child Abuse Registry of Orange County receives approximately 158 calls a month of first time incidents of sexual abuse to a minor in our community.  The FOCUS program provides a comprehensive treatment program that offers crisis intervention to the children and families affected; long-term therapy ranging any where from 6 months to a year to heal the impact of the abuse and their secondary effects; bridging families into the community for resources that are now necessary as they face the new challenges of their families. 

These effects include children being removed from their parents and families who desire to reunify; children and youth facing placement in group homes and foster care who require support as they face various changes such as school, homes and friendships; families who are now separated; and adult issues of substance abuse, domestic violence and mental illness. FOCUS is dedicated to the victims, their families, and the mental health of all who enter our program.

UCI Families of Children Under Stress

UCI FOCUS is a comprehensive counseling program addressing the various traumas that are related to sexual abuse.  The counseling program is comprised of multiple modalities offered between 6 months to 1 year. Referred clients attend orientation and assessment sessions to establish treatment plan.  This plan may include group, individual and family treatment. Services are provided to the victim, family and the accused.   The program is unique in that it works systemically proving each referred client their own individual therapist.  Each assigned therapist works together collaboratively to support the entire family and design a treatment plan that meets both the goals of Orange County Social Service (OCSSA) and those of family.  Treatment is individualized to each family and therapy and my utilize therapy models such as Trauma Focus Cognitive Behavior Therapy, Family Systems, Play Therapy, Psycho-dynamic, Cognitive Behavioral Therapy and Solution Focused.

Program Short-Term Success  Short term success is to identify the trauma issues and stablize the crisis. Support approximately 150 clients and 80 family at any given time that are involved with OCSSA,  
Program Long-Term Success  The ultimate goal of UCI FOCUS is to reduce the long term impact of sexual abuse in our community, such as depression, anxiety, body image concerns, substance abuse, and relationship issues to name a few. 
Program Success Monitored By  The program has the goal of providing over 4,000 hours of direct theraputic counseling services to the families in Orange County to support clients during the crisis of trauma and assist in family reunification when necessary.  We aim to offer immediate theraputic support for Orange County Social Services and the Orange County Family Court System.   
Examples of Program Success  UCI FOCUS monitors the progress of clients and families through assessment, treatment plans, monthly calls and reports to Social Workers as well as attending Team Decision Meetings with assigned social service staff.  Additionally, monthly statistics are reported to OCSSA for clients attending our various treatment programs. 

Group and Parent Education Classes

Psycho-Educational groups are provided to identify and modify the dysfunctional interaction problems that underlie sexual abuse.   The groups offered address the parenting skills and needs of the non-offending parent, the perpetrator, latency and victim.  The primary goal is the psycho-education regrading parent styles, dynamics of sexual abuse and to restructure the family by altering its systems and boundaries

Program Short-Term Success  Clients complete at least 12 weeks of group counseling and can incorporate group topics into their individual treatment sessions. 
Program Long-Term Success  Expansion of the program to include all victims of trauma in and outside of referrals from OCSSA. 
Program Success Monitored By  Clients are monitored by attendance, participation and completion of group activities.  Client progress in reported to OCSSA on a monthly bases in both written and verbal update. 
Examples of Program Success  Clients often after completing the 12 minimum group requirement continue to attend group for emotional support.  Client who have completed other community programs are often referred to FOCUS for our various group sessions. 

Psychiatric Services

UCI Department of Psychiatry provides 3 Psychiatric Child Fellow on a yearly rotation to offer psychiatric assessment and medication management to referred clients.

Program Short-Term Success  Clients are able to obtain relief of trauma related symptoms with minimal to no wait time. 
Program Long-Term Success  The advanced training of Psychiatric Child Fellows in our community to incorporate both trauma and child therapy into their psychiatric services.  
Program Success Monitored By 

 The program utilizes supervision by both the medical director and by the program licensed therapist.  Case notes and case conceptualizations are utilized to monitor both client treatment and psychiatric fellows progress as well as for those obtaining medication management.  

Examples of Program Success  Clients are able to obtain psychiatric services with minimal wait times and are supported with collaboration of their therapist.  The Child Fellow are provided a unique opportunity to practice long-term psychotherapy with children of all ages.

CEO Experience Lilia Carey is a Doctor of Psychology and a Licensed Marriage and Family Therapist who has been with the UCI FOCUS team as a therapist for 10 years specializing in trauma during her 18 year counseling career.  She is a member of the California Association of Marriage and Family Therapist as well as a member and approved supervisor for the American Association of Marriage and Family Therapist. She has works as an adjunct professor for local MFT programs, and has conducted lectures and didactics on topics such as Trauma, Adolescent Sexual Abuse and Latino Mental Heath.
